Green Industrial Policy as Statemaking and Unmaking in China the EU

The Green Industrial Policy Workshop is co-sponsored by the Sciences Po Transatlantic Research Fund, the Columbia Institute for Social and Economic Research and Policy (ISERP), and the Columbia Center for Political Economy.

This workshop brings together papers that trace the divergent trajectories of green industrial policy in the EU, China, and the United States. We especially come together to think about green industrial policymaking as an ongoing process of institutional reconfiguration—of statemaking and unmaking. Across all three cases, the prospect of decarbonization, stranded fossil assets, and green growth have unsettled entrenched institutional bargains, such as over fiscal limits, state steering, and center–region relations, and prompt fights over these core state features. To fully explain green industrial policy in the world’s three largest economies, this workshop posits that we must look beyond policy and toward the transformation of the multi-level polities.
